2.Other inteligence, to spys. First place to fall, as said before this form of intelligence, used by revolution, alternative revolution, and generals, in unseen wars, after, before, during. All in escalation
3. Other Warfare tanks, planes, snails pace, easily sabotaged.

London uses the worst possible interigation, it never advances, because of the crude and horrible, people don't work for it, and it has many guns ranged against it.
Sadists don't look upto a sadist, or piffled around all day long, look upto a gent, don't give money to a sadist.
Without knight, captain, twin or king, other intelligence weapons decrease in availability, and power. So desparatly short of survaillance, and the other citys need a place for the real M.O.D to work.
